National Armaments Director holds bilateral talks with Finnish counterparts in Helsinki
Bern, 25.11.2025 — The National Armaments Director, Urs Loher, will meet with the Finnish Armaments Director, Olli Ruutu, for bilateral talks in Helsinki, Finland on 25 November 2025. The exchange will focus on current security and arms policy topics as well as possible cooperations in the armaments area.
The bilateral armaments meeting between Switzerland and Finland will take place on 25 November 2025. National Armaments Director Urs Loher will hold discussions with his Finnish counterpart, Olli Ruutu, on national and international topics in the area of armaments.
The expert discussions will cover current arms policy topics, such as national security and arms policy developments in Switzerland and Finland, the European armaments cooperation and current as well as future arms procurements. The issue of drones, in which Finland and Switzerland are global leaders, will also be a key topic. The Finnish delegation will thus present its current drone strategy, while Switzerland will address its Taskforce Drones.
During the meeting, the armaments directors will also discuss any industrial cooperation possibilities, in particular between the Finnish company Patria and RUAG MRO. Patria is an international defence and technology company, which for the most part belongs to the Finnish state as well as Kongsberg Defence & Aerospace from Norway. Representatives from Patria and RUAG MRO will also take part in the relevant agenda items at the bilateral meeting of the armaments directors. At the end of the visit in Finland, a short visit to Patria will also take place at its location in Helsinki.
